The complete guide to choosing an NDIS platform for support workers and agencies.

Commission marketplace, employer model, operations software, or flat-fee directory — the NDIS platform market in 2026 has four distinct models, and they are not all solving the same problem. This guide explains the difference, who each model suits, and what to look for before you sign up.

The four platform models

Before comparing specific platforms, it helps to understand what type of platform you are actually looking at. Most NDIS platforms fall into one of four categories — and picking the wrong category wastes time and money regardless of which specific tool you choose.

Commission marketplaces

Platforms like Mable connect participants with workers and charge a percentage of every hour billed. Good for finding your first clients. Expensive once you are established, because the fee never goes away.

Employer-model platforms

Platforms like Hireup employ the workers directly and handle tax, super and insurance. Simple for workers who want employment security. Not suitable for independent operators who want to run their own business.

Operations software (SaaS)

Tools like ShiftCare and Teiro are built for organisations — rostering, compliance, billing, payroll integration. Powerful for medium-to-large providers. Usually too complex and expensive for sole traders or small agencies.

Flat-fee directory and operations platforms

A newer model that combines a participant-facing directory with a provider-facing business system, charged as a flat membership with no commission. Juste is this model — built so the platform never takes a cut of your earnings.

For independent workers

Workers are employed by Hireup — tax, super and insurance handled. Rates set by Hireup against the NDIS price guide. Less flexibility, more security.

For agencies

Not designed for agencies — Hireup is the employer, not a platform for independent agencies.

Strengths

Worker employment rights protected. Strong vetting. Simple pricing.

Limitations

No rate flexibility. Workers are Hireup employees, not their own business.

ShiftCare / Teiro / RotaWiz

Operations software (SaaS)
For independent workers

Not designed for solo workers — built for organisations with teams. Overkill and expensive for a sole trader.

For agencies

Good rostering, compliance and billing tools. Enterprise-grade. Priced for organisations with 20+ workers.

Strengths

Full-featured. Australian-built. NDIS-specific billing.

Limitations

Too complex and expensive for independents or small agencies. No public directory — you still need to find your own participants.

What to look for

Commission or flat fee?

This is the most important question. Commission platforms charge a percentage of every hour you bill — forever. A flat-fee membership costs the same whether you bill 10 hours or 100. For established workers and agencies, the flat-fee model almost always works out cheaper. Do the maths on your annual income and compare.

Does it combine directory and operations?

Some platforms help you get found. Others help you run the work once you have clients. The best platforms for independent workers and small agencies do both — so you are not paying for two separate tools.

Who owns the client relationship?

On commission marketplaces, the platform mediates the relationship. If you leave, you may not be able to take clients with you. On a flat-fee directory, the client relationship is yours.

Is the compliance register built in?

Tracking NDIS Worker Screening clearances, insurance, First Aid, CPR and qualifications is a legal requirement. A platform that includes a compliance register with expiry alerts saves you significant admin — and protects you at audit.

Does it handle NDIS invoicing correctly?

NDIS invoicing has specific requirements — support item codes, mandatory statements, GST-free treatment for most supports, claim types by funding model. Generic invoicing tools get this wrong. Look for a platform built specifically for the 2026-27 NDIS catalogue.
